The Conflict Between the Public Interest in Law Enforcement and the Co-Determination Rights of the Works Council': Internal investigations targeting works council members are situated at the intersection of competing interests: the employer's interest in conducting the investigation, the public's interest in legal enforcement, the employees' interest in works council participation, and the interests of the investigated council members themselves, who are both subjects of and participants in the process. This dissertation proposes solutions for reconciling these conflicting interests.
