Results-Based Management (RBM) is a new approach to public sector management focused on achieving development targets, ensuring the accountability of government officials, promoting transparency and accountability in public management, and utilizing available data to improve the decision-making process (monitoring and evaluation). It comprises five (05) components: strategic and operational planning; the implementation of programs, subprograms, and projects; monitoring of implementation and results; evaluation; and feedback. Our observation of staff evaluation at Benin's Financial Control Office within the context of RBM has provided us with a clear picture of the shortcomings of this managerial activity in Benin's civil service. The failure to set performance objectives for employees, the absence of annual performance evaluations, and employees' lack of interest in performance ratings are the major problems that account for the ineffectiveness of the personnel evaluation system in Benin's public administration. This study therefore aims to improve this situation.
