This book analyses the profound policy-practice gap in pan-African regional integration frameworks like the AfCFTA and AU Agenda 2063. It shifts focus from conventional macroeconomic indicators to examine how diplomatic delays and institutional inertia-driven by executive reluctance to cede sovereignty-harm community-scale development. Using a mixed-methods design from 2016 to 2026, the study reveals how unharmonised cross-border protocols and non-tariff barriers act as rent-seeking infrastructure that protects elite monopolies while suppressing local innovations. The structural friction causes major micro-losses for localised farming cooperatives, small-scale fisheries, solar minigrids, and artisanal mining syndicates. Border delays range from 4.5 days in East Africa to 14.1 days in Central Africa, driving post-harvest waste up to 40% and causing severe income volatility. Furthermore, the absence of inclusive regional codes exposes artisanal actors to systemic criminalisation and elite capture. This text proposes a bottom-up integration matrix, advocating for independent non-tariff barrier redress, standard Simplified Trade Regimes, and the formalisation of transboundary networks.
