Bol The objective of the research was to propose a theoretical-practical model of competencies for teachers in the use of ICT as instructional tools to improve the quality of education in the educational institutions of the Municipality of San Juan del Cesar, La Guajira. Within this framework, the study is inserted within the quantitative paradigm (positivist), with a projective typology, with a non-experimental transversal field design. The unit of analysis is represented by the teachers of the educational institutions of the Municipality of San Juan del Cesar, La Guajira. The data collection technique used was observation by means of a survey; through a questionnaire containing 36 items and five closed response alternatives, namely: Always, almost always, sometimes, almost never and never. Validity was achieved through the application of the expert judgment technique and for reliability, the Reliability Analysis was used, yielding results of 0.87.
