In France, several organizations and associations that provide emergency shelter offer social support to the most vulnerable people on the margins of society. To best fulfill this mission, social workers strive to adapt not only to the various public policies in place but also to societal, social, and economic changes, in order to stay current and provide support tailored to people's needs. However, it is sometimes difficult to balance all these factors.The objective of this thesis is to highlight the complexity of adapting these organizations, which face difficulties in complying with legislative changes due to imposed budget constraints, increasing precariousness, and the diversification of the client population. It will also explore avenues for development and innovation to overcome these constraints.
