Urbanization has created unprecedented opportunities for economic growth, but it has also intensified challenges related to housing inequality and informal settlements. Slum redevelopment has become a critical policy area requiring careful balance between urban transformation and protection of vulnerable communities. This white paper analyses the major concerns associated with slum redevelopment, including displacement risks, rehabilitation failures, livelihood disruption, land ownership conflicts, governance weaknesses, inadequate community participation and challenges in ensuring sustainable outcomes. It proposes an inclusive redevelopment framework based on participatory planning, housing security, transparent governance, livelihood protection, social impact assessment and long-term community development. The paper argues that successful redevelopment should not be evaluated only by the construction of new buildings but by whether it improves the overall quality of life, security and dignity of affected communities.
