Mid Term Evaluation of Spain's Youth Guarantee Plus Plan 2021 2027

This report presents the results and recommendations of the mid-term evaluation of Spain's Youth Guarantee Plus Plan 2021-2027 for decent work for young people. The Plan aims to offer young people comprehensive support to enter the labour market, thereby promoting their socio-economic integration and their personal and social development. The evaluation assesses the Plan's implementation for the period from June 2021 to January 2025 and examines the likelihood of achieving the expected outcomes. The mid-term evaluation follows a theory-based approach, in which the programme's theory of change constitutes the basis to determine the evaluation criteria and questions. It uses a mixed-methods approach, involving the collection, analysis and triangulating of various types and sources of data to provide robust, reliable answers to the evaluation questions. The results highlight the relevance and preliminary effectiveness of the Youth Guarantee Plus Plan, and identifies potential areas for improvement. The report concludes with a series of recommendations to increase the medium and long term effectiveness of the Plan.
