'Coherent Regulation in the Federal State. Using the Example of Gambling Law and Infection Protection Law': The thesis examines cross-state risk issues in gambling and infection control law. The nature of the virus and digitalisation require defensive measures by the federal states, which leads to inconsistencies due to the federal structure. Possibilities for cooperation between the federal states in the federal system are analysed, in particular with regard to the Conference of Minister Presidents and the Interstate Gambling Treaty. Finally, a codification of the power to cooperate is recommended, but no obligation to cooperate.
