PhD thesis by Tsedeke Wodebo Komibamo focused on evaluating the implementation, functionality, and effectiveness of the District Health Information System-2 (DHIS-2) in public health facilities in Ethiopia. The study examined how DHIS-2 supports health data management, reporting, data quality, information use, and evidence-based decision-making, while also identifying the major technical, organizational, and capacity-related challenges affecting its performance. Based on the findings, the research developed practical guidelines and recommendations to strengthen digital health information systems and improve health sector performance in Ethiopia. The study found that DHIS-2 significantly improved health data management, reporting, data quality, information use, and evidence-based decision-making within the health sector, while health workers generally demonstrated positive attitudes toward the system. However, major challenges affecting effective implementation included inadequate ICT infrastructure, unreliable internet and power supply, limited technical support, shortage of trained health information personnel, insufficient funding, and inadequate capacity-building.
