Bol This paper proposes the implementation of a modern, computerized civil registration and vital statistics (CRVS) system for the DRC to digitize the management of civil registration records. The project is set within an international context marked by the importance of civil registration data for human rights, a continental context with Agenda 2063 and the SDGs, and a national context with the Digital Plan 2025. The study identifies the major problems: a low birth registration rate estimated at 25% nationally and 7% in North Kivu, administrative delays, data insecurity, and a lack of digital solutions. The proposed solution is based on a cloud architecture, modeled in UML using the RUP approach, and implemented using modern technologies such as ELK, React, NodeJS, MongoDB, FHIR, etc. The system aims to provide every citizen with a unique digital identity, improve the flow of information, generate reliable statistics for governance, and guarantee fundamental rights.The estimated budget is $33.8 million for three months, with scalable, secure, and interoperable software capable of transforming civil registration management in the DRC.
