The recent rise of nationalism is a symptom of the crisis of the nation state, as defined after the Peace of Westphalia. But the nation state remains the essential element in the process of European integration. This process will be doomed to failure if it relies exclusively on the factors that characterise globalisation, because globalisation - which is normalising ever higher levels of social and political relations - will not stop at the regional level: it will go beyond it.
