This study examines the strategic interplay between disinformation campaigns and fact-checking mechanisms during the Russian-Ukrainian war through a game theory framework. Using a systematic content analysis of 925 fact-checking cases from the EUvsDisinfo database (Feb 2022-Aug 2023), it maps key disinformation tactics and counter-strategies, constructs an empirical payoff matrix, and identifies optimal responses. Findings reveal that effective fact-checking depends on the specific tactic being countered, highlighting a dynamic environment with no single dominant strategy and offering a replicable model for future conflict-based disinformation research.
